Minden Homeownership Program

  • Habitat for Humanity of Council Bluffs is proud to partner with hardworking local families who are ready to take the next step toward homeownership. Through this special redevelopment project in Minden, we’re working with homebuyers in Pottawattamie and Mills Counties who dream of owning a safe, stable place to call home but may not qualify for a traditional mortgage through conventional lenders.

    Becoming a Habitat homeowner is about more than purchasing a house—it’s about building a future. Families in the program commit to the process through education, partnership, and hands-on involvement as they prepare for the responsibilities of homeownership.

    This project is made possible through CDBG-DR funding and is part of the continued effort to help our community recover and grow stronger after the Spring 2019 floods. Families who were directly impacted by those floods will receive the first opportunity to purchase these homes.

    Together, we’re not just building houses—we’re helping families build stability, opportunity, and a place to belong.

  • Need for Housing.

    All applicants must self-certify whether they were affected by the 2019 floods.

    All applications will be accepted; however, during the first four months of the application period, only applicants identified as impacted by the 2019 floods will be allowed to purchase a home. At the conclusion of the four months, all qualified applications will be considered, in order of acceptance, until all units are sold.

    All applicants must have a household income of less than 80% AMI based on HUD Guidelines.

    Applicants must intend to use the home as their principal residence.

  • Ability to Pay.

    Applicants must demonstrate the ability to afford a 30 year fixed rate mortgage.

    Your annual gross income must fall between 30-80% of the Area Median Income based on HUD guidelines.

    Applicants must be able to verify steady and consistent income for the past 2 years. There can be changes in employers within the same field during the 2 years.

    We do not use a credit score to determine eligibility; we look at payment history. If a credit history is not available, we have alternate verification methods available.

    If you have filed Bankruptcy, it must be discharged and show a minimum of 2 years of reestablished credit.

    Applicants must be a U.S. Citizen or Legal Permanent Resident.

  • Willingness to Partner.

    Applicants must be willing to partner with Habitat for Humanity CB to complete all required education, meetings, and requests for information.

    Income Guidelines are based on HUD income guidelines for 2025. Subject to change annually.
